A Legacy of Service and Leadership
Jim Edgar’s legacy extends far beyond his years as Governor of Illinois.
After serving two terms as governor, he became a respected statesman who championed good government in Illinois and across the nation. He remained deeply committed to strengthening public policy and cultivating the next generation of leaders in public service. He believed Illinois needed a stronger pipeline of leaders who could work across political, regional, and cultural divides to solve real problems.

In 2012, Governor Edgar founded the Edgar Fellows at the Institute of Government and Public Affairs at the University of Illinois to:
- Develop principled, bipartisan leadership
- Encourage collaboration over confrontation
- Promote problem-solving over politics
- Build relationships across party and geographic lines
- Strengthen the future of governance in Illinois
The program reflects Edgar’s leadership philosophy — that good government requires integrity, compromise, and a willingness to put the public interest above personal or partisan gain.

Through the Edgar Fellows Program, his vision continues: preparing emerging leaders to serve Illinois with professionalism, civility, and a commitment to effective public service.

In 2025, Former U.S. Secretary of Transportation and Member of Congress – Ray LaHood stepped into a vital leadership role as Distinguished Director of the Edgar Fellows Program upon the passing of Governor Edgar. A longtime colleague of Governor Edgar and supporter of the initiative, LaHood helps guide the program’s vision and annual executive leadership training, strengthens relationships with bipartisan civic leaders across Illinois, and supports the organization’s long-term sustainability. In this role, he carries forward Edgar’s commitment to principled, bipartisan leadership and ensures that the program remains focused on developing collaborative, solutions-oriented leaders for the state.

Former Illinois First Lady Brenda Edgar remains involved in guiding the future of the Edgar Fellows Program through her service on the Board of Directors to expand and preserve its mission as Governor Edgar’s enduring legacy to Illinois.

Why participate?
Edgar Fellows have the potential to help lead Illinois in the crucial decades ahead. As part of this initiative, they learn about leadership skills, strategies and expectations through sessions designed to inform and inspire. Among their teachers are individuals who have excelled in the public arena, as well as researchers and scholars.
In addition to the executive leadership-training program, Fellows learn as much from each other as they do through the formal classes. Fellows have opportunities to continue their education through social networking and peer mentoring. Fellows also are invited to join sessions throughout the year designed to brief them on crucial policy issues.
Who should be nominated for an Edgar Fellowship?
Residents of Illinois who have demonstrated the desire and capability to make a positive difference in their communities and the state are eligible for nomination. We are seeking a group from the public, civic, non-profit and private sectors that reflects the great diversity of our state. Candidates must be able to work well with the other class participants in an intensive five-day training program. The initiative generally targets emerging leaders under the age of 40, but there is no rigid age requirement.
What are features of an Edgar Fellows class?
As many as 40 up-and-comers are selected annually to become Edgar Fellows. Each class includes emerging leaders from state and local government, community groups, civic organizations and the private sector. Fellows come from Chicago, the suburbs and downstate Illinois and reflect the gender, racial, political, and geographic diversity of Illinois.
The Edgar Fellows Program focuses on developing leadership and governing capacity in Illinois. It emphasizes the need to forthrightly address major policy issues without permitting partisan, ethnic and regional rivalries to trump statesmanship.
At no cost to them—other than transportation to and from Urbana-Champaign—Edgar Fellows will participate in the intensive five-day executive leadership-training program scheduled for August 2 to August 6, 2026 on the campus of the University of Illinois at Urbana-Champaign.
Nominate a Leader Today
A selection committee and program staff reviews the nominations and selects participants. Nominate a candidate for the 2026 Fellows Program by briefly identifying and describing the nominee and pinpointing why the nominee merits consideration, perhaps citing activities, projects or programs in which the nominee has stood out. Nominators should also include the nominee’s resume or similar document not to exceed two pages, and the list the nominee’s political affiliation. If possible, please determine if the prospective nominee or nominees would be available to attend the August workshop.
